Testing 'notify' button fix.

As Shin knows, I was not permitted to get notifications about replies to the thread I just started.
So we'll give the old button a quick test.

Moved the topic over here.

It appears to have been an simple mistake of overlooking clicking a checkbox for newbie permissions for two forums, but not for all of them.

So all newbies should be able to be properly notified or not notified by using the notification button from henceforth in all the forums. 

It's good when these sorts of problems are reported so they can be fixed.
