What is a Tetrarch?

According to my NAB Concordance, tetrarch in ancient Greece referred to the ruler of one fourth of a territory, usually under a kingship.  In Hellenist and Roman times, it came to refer more generally to a ruler with lower authority than a king.  NAB says Herod I the Great was the first tetrarch, but later recognized as a king.  His sons were only recognized as tetrarchs, Herod Antipas of Galilee (Mt 14.1), and Philip of Ituraea (Lk 3.1), as well as Lysanias of Abilene (Lk 3.1)
