Minor Update to the Registration Agreement

Simply to make it more clear that one when joining the forum is expected to abide by all the rules and policies posted in the announcements, and also that if one has any registration difficulties one can email the administrator to have it done manually.

This was mainly put in for anyone who is handicapped and so unable to complete either the clock or the color test meant to stop spam programs from registering.
